Idea: Common survey tool platform suitable for sensitive personal data

For regular personal data and many common scenarios and use cases, the security level provided by commonly used general-purpose survey tools (Microsoft Forms, Google Forms, Webropol, ...) are sufficient. 

In some research (and studies), data collection requires handling of special categories of personal data. The regulation and required security measures are rather heavy, leading to need use special secure survey tools for data collection.

For universities where the need is rather small, such special tool has extra cost for licenses and maintenance. Could CSC acquire or implement a common survey tool that universities in Finland could use for their research dealing with sensitive personal data?

Ideally the data could be downloaded in encrypted form (SD Connect), and transferred easily to CSC Sensitive Data Services (SD Desktop) for further processing.
